Add waitlist to an event

Current behavior: If you create a event with a limit number of participants, we don't have a wait list to add people who want to participate but can't because the limit was already reached.

Expected correct behavior: Add a wait list to an event. When some person de-registers from the event, add the first in the wait list to the participation list. Send an email.
