DNF5 Backend?

Was wondering if I could beta test to see how well [DNF5](https://build.opensuse.org/package/show/system:packagemanager:dnf/dnf5) worked. Probably wont end well, but would love to test it out.

Also install Packman Mesa with opi codecs

As Mesa now have royalty encumbered codecs enabled for VAAPI/VDPAU in OpenSUSE, `opi codecs` also needs to move Mesa over to Packman in order for hardware AVC/HEVC decoding/encoding to work....
