releasenotes should mention the GNUPGHOME switch for obs-signd

Issue Description

After an update of an existing OBS installation from 2.10.2 to 2.10.22, the obssignd will no longer sign, (at least if the default of OBS_SIGND_GNUPG_HOME has been changed).

It was not straight forward to find out that I now need to set GNUPGHOME in /etc/sysconfig/signd correctly ;-)

The manual steps for ruby2.7 were nicely lined out in the releasenotes, but this issue was not.

So even if this is actually a change in a different project (obs-sign), I think it would be nice to mention this in the OBS release notes.
