000product builds when taking packages switching from x86_64 to noarch take the latest x86_64 package

Issue Description

I am building a Quarterly Refresh, that uses 000product.

It requires release-notes-susemanager

In the repo are:

  • release-notes-susemanager 4.3.0, 4.3.1, 4.3.2, 4.3.4 in x86_64 architecture
  • release-notes-susemanager 4.3.5 and newer in noarch architecture

The kiwi build picks up however the 4.3.4 (the latest in the x86_64 architecture).

Expected Result

It should pick up the highest version, now coming from the noarch architecture.

How to Reproduce

This is currently visible in IBS:

SUSE:SLE-15-SP4:Update:QR 000product:SUSE-Manager-Server-ftp-POOL-ppc64le
