Improve the UX for the reports notifications

The current modal we have functions as an overview for reports, so it makes more sense for us to link to it primarily. We then link to the report view to create and read comments on individual reports (now also signified with the number of comments)

LGTM, I'd only adjust the margins between one report, the link to comments and the other report.
