Add missing Changelog entry to SUSE package

In https://build.suse.de/request/show/268113 an changelog entry for deleting the patch daps-gnu-make-4.3.patch is missing. We need to find out when this was done and add a changelog entry accordingly. This change also needs to be backported to all versions that were affected to assure changelog continuity.

From the SR: Looks like it was dropped in the update to 3.1.0 (https://build.opensuse.org/package/rdiff/Documentation:Tools/daps?linkrev=base&rev=219) but that wasn't mentioned explicitly in the changelog at the time. I believe the relevant line from 3.1.0 is "Fixed GNU Make 4.3 += operator compatibility".
