Software: No network (and thus no content in repos) causes errors only in Overview

The overview contains errors about no being able to read repositories.

This does not repeat in Software section where I see basically almost empty UI but still with the possibility to change the software selection. Then, when pressing the [Change Selection] button, there is nothing to show. See screenshots.

I feel we should repeat the errors on the Software page and not let the user enter the detailed selection when there is nothing to do anyway.
