Documentation for authentication in local development environments

Some guidance (or a link) around how to log in as a test user would be very useful in the readme.

There is some supporting documentation for creating and logging in as a test user!

I tried walking through those steps and didn't get very far. It would have been helpful to be directed to that page via the readme for this repo as well.
