Pre-mature penalty disabled when creating a fixed deposit account

Description

When creating a fixed deposit account, a user is not able to add pre-mature penalty because the fields are disabled

Steps to Reproduce

Attempt to create a fixed deposit account. You'll notice the pre-mature penalty fields under settings tab are disabled

Expected Behaviour

The fields should allow the user to enter the penalty values Ideally, the value set at the product level should be loaded in these fields but allow the user to enter different values

Actual Behaviour

Pre-mature fields are disabled
