Link from Applications drop down to Bulk JLG Loan Application does nothing

Steps to Reproduce

Navigate to any group, click applications, click Bulk JLG Loan Application

Expected Behaviour

Clicking link should trigger create new application

Actual Behaviour

Nothing occurs
