Dutch Localisation

Description

I would like to contribute a dutch localisation to mifosx, what is the process to do so?

Steps to Reproduce

Expected Behaviour

dutch being selectable as a language in the interface

Actual Behaviour

dutch is missing from the list

found the answer at the translatewiki project page the commits are handled by translatewiki staff every monday and thursday for all languages that are at least 20% translated

this commit however doesn't make the language assessible in the interface
