Upgrade libraries to latest versions

Although we have the full re-write occurring, the Community App will still be in production and supported while AngularJS still has an LTS version (through June 30, 2021). We should update all the components and libraries to their latest stable versions.

For now I installed Whitesource Renovate bot to address this and automatically update the out of date dependencies. So the work might now be to simply rebase any of the automated PRs from the bot that have conflicts or not merge any of the dependencies we don't want to update.
