Add offline support for collection sheet (savings and loans)

Often when a loan officer goes out into the field, they will be in areas without data connectivity. They need to the ability to download the collection sheet for the respective groups and centers they're visiting that day along with expected repayments and deposits so they can store the payments while offline in the field and then when they return to a connection, synchronize their data when online.
