No option to Create New Account

Summary:

Credentials Page don't contain any option to Create New Account.

Steps to reproduce:

Just open the Credentials Page

Expected behavior:

Should contain option to create new user.

Observed behavior:

No option to create new user found.

Device and Android version:

Xiaomi, Marshmallow
