Peer Assessment cannot be open after initial submission deadline

Describe the bug The peer assessment consists of multiple phases and multiple deadlines. However, the deadline check in the app is not performed correctly and additionally no link to the peer assessment is shown if the first submission deadline passed even though I added a submission. This bug prevents me from participating in the second phase ("evaluate your peers") and probably from viewing the results.

To Reproduce Steps to reproduce the behavior:

1. Enroll in a course with a PA
2. Participate in the first phase "submit your work"
3. Once the first deadline for the first phase passed by, re-open the PA item in the app
4. Access to the PA is no longer possible

Expected behavior I would consider two cases:

1. The submission deadline passed and I did not enter a submission: Show the current screen.
2. The submission deadline passed but I submitted something OR the submission deadline did not pass yet: Show a link to open the PA in the in-app browser.
