Fix Jack transport

Luppp is quite aggressive on handling jack transport. playback is started on application startup, other applications cant change the transport state (eg start/stop). Other applications also cant get jack master again.

After many Stop/Play, apps aren't synched anymore (1st time of luppp is the 2nd of seq64 in my test)
