Enabling hardware acceleration

I'm trying to get OWT 4.3.1 working with hardware acceleration in Ubuntu 18.04 on an Intel NUC11TNBi5 and I don't think it's working. I am able to connect to the demo application, however cpu statistics actually show worse performance than with hardware acceleration disabled.

Here is a list of component versions I'm using: gmmlib 21.2.1 libva 2.12.0 mediasdk 21.2.3

When I run init-all.sh I'm specifying the --hardware flag.

Is hardware acceleration supported on this NUC?
Is there a way to "prove" that accleration is or isn't working?
