Feature request: OTEL Arrow exporter/receiver with HTTP transport?

Hi,

I briefly scanned open-telemetry/opentelemetry-collector-contrib but couldn't find an HTTP exporter for sending Arrow-encoded telemetry data to an HTTP endpoint. Is there a plan to support exporting/receiving otel-arrow data over HTTP transport, just like OTLP does?
