Add span error status to the OTel-Arrow exporter and receiver

#139 added spans and trace context propagation, but does not set the Span status according to the response or make any other annotations. This issue is to remind us that tracing support is bare-bones and could use a few improvements to help pinpoint performance issues in the future.
