Bump minimum version of iOS supported

Let's discuss bumping our minimum supported version of iOS to 13 for async-await support.

Current Plan: Add beta version for Xcode 15 support with a package-5.9.swift, and set mini iOS version to 13 when xcode 15 release bump supported version of package.swift to 5.8 and iOS 13

We were reviewing the issues at the Swift SIG and saw you had this comment, so was looking for more clarification. Bryce had already commented on the plan for supporting the version numbers a few months back, so no action needed
