opentelemetry-specification Deprecate Jaeger propagator

What are you trying to achieve?

Clean up specification and deprecated Jaeger propagator: https://github.com/open-telemetry/opentelemetry-specification/blob/0ee7dafebc005751fc058824bd28ffd5e3f1ebb7/specification/context/api-propagators.md#propagators-distribution + clean up in other places referencing it.

Additional context.

Based on https://www.jaegertracing.io/sdk-migration/#propagation-format it is already deprecated by the Jaeger team.
