Define location for supplementary guidelines

Currently we have supplementary guidelines in a few places (namely, under each signal and also as a top level directory). Let's come with an actual guideline, one way or another.

Do we need the distinction between supplementary guidelines and semantic conventions? If so, do we need formal directory-level sepration? In some (most?) cases, a subsection in the main document might be much more natural (and detached supplementary documents are very easy to miss)

Discussed in TC and decided to have a guideline in contributing doc to have supplementary guidelines in per-signal directories.
