Allow setting PriorityClassName on TargetAllocator

PriorityClass can't be updated for the target allocation deploymnet.

Interesting, I'm probably wrong, I feel like the TargetAllocator CR was overridden by the OpenTelemetryCollector. I'll try again and report.
