Stabilize log AnyValue

We should stabilize the AnyValue interface and APIs for recording AnyValue log record bodies. Its been around since 10/31/2023 and has been used in a variety of real-world scenarios as its a key part of the event API prototype.

Are there any outstanding items we should consider before stabilizing?
