Documentation for supported environment variables

I do not see any easy way how to find out which env vars are supported (e.g. OTEL_RESOURCE_ATTRIBUTES). Maybe we could maintain a list of it?

Moreover, I feel that https://github.com/open-telemetry/opentelemetry-specification/blob/main/spec-compliance-matrix.md may be outdated. E.g. AFAIK OTEL_EXPORTER_JAEGER_* env vars are implemented.
