Prometheus Exporter Stable Release

Opening an issue specifically to track Prometheus Exporter stable release. This exporter will be stable release along with 1.2.0 of SDK only if the Prometheus exporter spec is stable (https://github.com/open-telemetry/opentelemetry-specification/blob/main/specification/metrics/sdk_exporters/prometheus.md). Otherwise, prometheus will remain non-stable, and will be released after spec is marked stable.
