Default set of feature flags

Feature Request

There should be a set of feature flags available at boot.

Is your feature request related to a problem?

Currently a user must go into the feature flag UI and manually add any flags.

Describe the solution you'd like:

There are two things to be done. One is the implementation in the feature flag service to be able to load a set of flags to the database at startup. The other is making the list of flags we want added.
