Change MAY to SHOULD for Server to Client compression?

The spec says:

The Server MAY compress the response if the Client indicated it can accept compressed response via the "Accept-Encoding" header.

Do we need to change this from MAY to SHOULD so that by default there is stronger requirement to use compression?
