Refine TC charter, responsibilities and related workflows

This issue is to capture action items that will address the discussion opened in https://github.com/open-telemetry/community/issues/837 about the leadership responsibilities that the TC has, and also about clarifying and improving the contributing workflows.

The TC discussed the problem and came up with a preliminary list of action items linked below.

I would like to encourage every Otel member to suggest additional action items or amend any of the listed action items with the goal of improving the experience of contributing to Otel, particularly from the angle of getting more value from the TC (but not limited to it).

UPDATE: list is sorted in descending order of votes as of 2021-10-05. Will start looking for assignees top-to-bottom.
