Proposal: Provide OSS telemetry backends for community demos/CI/etc

I've been working on some OpenTelemetry-based instrumentation for gradle builds, and thought this would be a great showcase of "eating our own dogfood" if we had a way to do this as a part of the opentelemetry-java CI process. However, we don't have any place to send the telemetry!

It would be great to have a telemetry backend provided for community demo/CI/etc usages. Something like a collector + jaeger + prometheus pipeline running in one of the cloud providers.
