Our Google Docs meeting notes is owned by my former self, [email protected], as far as I know.

We can no longer edit this document, it appears. The document is linked from the table of SIG meeting notes, as well as the projects/sampling.md definition, AFAIK.

Request: create a new doc under the opentelemetry.io account and migrate the notes over, please!
