New Repo Creation - opentelemetry-php-ext
We'd like to create a new repository:

To house our PHP extensions. I couldn't find prior art in a Github issue with repo creation; please let me know if I need to provide more information. Thanks!

Hi @trask we are going to use this repo for a code donation from elastic (details still being worked out) of a bunch of extension-based improvements to opentelemetry-php. It's in its own repo because it's a different technology to anything else that we have (php extension written in C++). edit: we're separately looking into https://github.com/open-telemetry/community/blob/main/guides/contributor/donations.md
it would be best to go through the donation and due diligence process first since part of that process will be about where the donation should land and who will be added as maintainers for it
