Finalize the list of candidates

After candidate application deadline is reached, we should finalize the list of candidates for the 2024 election.

The Target Date on the 2024 Governance Committee Election project should reflect that date.

As October 11th (10 days before election when nominations are due) is a Friday, this should be done on the Monday 14th October if possible.
