TC Review Request: Erlang/Elixir Metric API/SDK

The Erlang/Elixir SIG wants to promote metrics from experimental to stable and so want to kickoff a review by the @open-telemetry/technical-committee of our implementation.

For tracing we did a meeting with a TC member to go over the pieces to make review of an Erlang codebase easier.
