Clarifications on Security SemConv project and SIG

https://github.com/open-telemetry/community/pull/1838 was merged to unblock the start of the project as all comments were resolved. However, there was a follow up action to change the usage of the term Working Group to SIG.

This PR changes usages of Working Group (and WG) to SIG. It also renames the file from security.md to security-semconv.md to avoid confusion with the Security SIG.

As semconv-security-approvers has not been created yet (see https://github.com/open-telemetry/semantic-conventions/issues/580) I'm tagging @trisch-me as project lead

https://github.com/open-telemetry/community/pull/2094 I have added new member to the list. Maybe we should merge the other one first because of the renaming in this PR?
