Sign license agreement for Gradle Enterprise usage

The Java repositories are Gradle Enterprise for tracking flaky tests across runs (among other things). They granted us this access through their OSS project partnerships, but we need to sign a license agreement.

I will submit the license agreement to CNCF service desk. Just opening this as a tracking issue.
