Feature: tag a repo on Highlights using a github URL

Suggested solution

When tagging a repository in a Highlight, you can only search for a repo using it's name (ie. open-sauced/app).

A nice improvement to this UX would be to be able to paste a github URL and have it recognize the repository automatically:

So in this example, when the user pastes the URL, it'd automatically add "microsoft/azure-devops-extension" as a tagged repository
