Bug: display changes when summary is created

Describe the bug

When you create a highlight and use the summarize feature, the panel shrinks. It would be nice if the size stayed consistent.

Steps to reproduce

1. Go to a PR
2. Open the chrome ext in the browser
3. Click Post Highlight
4. See the panel shrink
