Solicit more schemes from NIST signature on-ramp round 2

• [ ] Get feedback from CROSS team and UOV team (@mkannwischer) about how it went for them adding their schemes to liboqs (@baentsch volunteered to reach out, I think)
• [ ] Develop a short primer on how to get started
• [ ] Reach out to teams to solicit their contributions

We now have MAYO, CROSS, UOV, and SNOVA in the library. Additionally, there is ongoing work to add SQIsign (https://github.com/open-quantum-safe/liboqs/pull/2174) and SDitH (by @pablo-gf), as well as an open issue for FAEST (https://github.com/open-quantum-safe/liboqs/issues/2101).

This leaves LESS, HAWK, Mirath, MQOM, PERK, RYDE, and QR-UOV (not to be confused with UOV)—exactly half of the on-ramp Round 2 candidates—as teams to whom we would need to reach out.
