When to make a new snapshot release of OQS-BoringSSL?

Probably by the end of the week we'll be doing the release of liboqs 0.11.0, with an oqs-provider release to hopefully follow shortly thereafter. @pi-314159 where do you think this repository stands?

Thank you very much @pi-314159! If you have the time to take some notes as you do it which can be turned into release documentation, that would be very much appreciated (and would make it easier for me or somebody else to do a release in the future). Only if it's not too much of an additional hassle, of course; I don't want to impose too much on your free time :)
