deps(build): bump wasmtime-go: v3 -> v17
Due the way that wasmtime-go does its versioning, it seems to fly under the radar of dependabot: that will never propose major version bumps, I suppose.

In the meantime, 18.0.0 came out. Just notify here so we can get the latest version when the PR is ready.
Thanks for the heads-up. I'm afraid I'm stuck with the windows build problem. Are you waiting for a wasmtime bump?
Yes, I'm working on https://gitlab.alpinelinux.org/alpine/aports/-/merge_requests/61506 to update opa package for AlpineLinux. The package is currently broken, as wasmtime in the repo was already updated to 18.0.1. There seems to be some incompatible APIs, so 0.62.0 fails to link against that wasmtime version during build.
I don't use Windows, so I can't help with your particular issue. But I can test the change on AlpineLinux to provide feedback or find potential bugs :)
