Allow access logger to be enabled/disabled separately from application logger

Similar to how we allow the console decision logger to be configured independently of log level, it would be a nice enhancement if we allowed the "access logger" to be enabled/disabled independently of the application logger. The access logger is very noisy, in particular when things like Prometheus scraping and liveness probes are configured, and these logs are normally not interesting unless something unexpected happens, and in those cases the access logger could be enabled.

Since a few users may depend on these logs, my suggestion is to keep the setting enabled by default.
