Maintain one source of truth for charts and default deployment
In 3.18 release, we noticed that default deploy/gatekeeper.yaml was not updated to add --operation=generate but helm charts were updated to include the same. This happend because of different source of truth for both. Let's try to figure out if we can have only one source to generate the both to avoid the similar situation in future.
