Merge of 1.x branch

Do you guys plan to merge 1.x branch, since MMCV/MMDet are deep down into 2.x/3.x, which makes develop/release of mmtracking outdated, hence not pip install-able.

Also even 1.x is outdated, since it locks mmcv/mmdet up to 2.0.0 and 3.0.0
