[Feature]Add CIRKD

Describe the feature

CIRKD: Cross-Image Relational Knowledge Distillation for Semantic Segmentation and implementations on Cityscapes, ADE20K, COCO-Stuff., Pascal VOC and CamVid.

Motivation

Ex1. It is inconvenient when use CIRKD in mmrazor. Ex2. There is a recent paper CIRKD, which is very helpful for Semantic Segmentation distillation.
