Motivation

Fix Windows Installation Issue

Modification

Replace pycocotools with pycocotools-windows for Windows OS in pip list.

Agree, this PR is closed for now as there is not very explicit necessity. @ppmzhang2 can reopen this PR with more detailed description in the PR messages if it is indeed necessary.
