[Enhancement] make build script for windows platform

Describe the feature

Write a script to build mmdeploy under windows platform.

Motivation make windows build easier.

@lvhan028 Do we know what steps this script should handle? Should it be similar to the build script in PR #399 ?

@lvhan028 I would like to adapt the existing script but I do not have a windows platform to test on at the moment so I would have to get hold of one first :)
