Incident comment mentions do not trigger email notifications (v1.7.1)

Describe the bug In OpenMetadata version 1.7.1, mentions in incident comments do not trigger email notifications.

To Reproduce

Go to the Incidents section.

Create a new incident.

Add a comment mentioning a user (e.g., @john.doe).

Observe that no email notification is sent to the mentioned user.

Expected behavior

Mentioning a user in an incident comment should trigger an email notification, just as it does in:

Announcements, Table activity feeds ..
