Oracle Integration: Optional ALL_TABLES Access

In enterprise environments, granting full DBA access may not be feasible due to security concerns. I would like to suggest an enhancement for the Oracle integration in Open Metadata, where users who cannot be granted DBA access could use ALL_TABLES as an optional alternative to continue working with Open Metadata.

This would provide a more flexible and secure way for users to interact with Oracle databases without compromising on security requirements
