UI - allow user to claim ownership instead allow to edit owner in case of no permission

• Current behaviour allow user with no edit permission to assign owner of no owned entity to any other user

Describe the solution you'd like

• I would like to have a single option to claim ownership where no owned entity can be directly owned by me and I couldn't change it furthur if I don't have access to do it

Describe alternatives you've considered Refer below recording where user doesn't have permission but can assign entity to any user. It should allow me to claim ownership instead assign owner as any user
